Cognitive Load: Why Simpler Journeys Still Feel Exhausting

A checkout that takes four screens can feel effortless. A checkout that takes one can feel exhausting. The difference has nothing to do with the number of steps and everything to do with what happens inside the customer's head at each one.

Most CX teams still treat simplification as a counting exercise: fewer fields, fewer clicks, fewer pages. That instinct is not wrong, but it is incomplete, and incompleteness here is expensive. The real variable that determines whether a journey feels easy or draining is cognitive load — the amount of mental effort a customer's working memory has to spend to complete a task. You can strip a journey down to a single screen and still overload someone, if that one screen demands too many decisions, too much recall, or too much interpretation at once. You can also leave a journey at seven steps and make it feel weightless, if each step asks for exactly one thing, in familiar language, with an obvious next action.

The central claim of this piece is simple and, in most CX practice, still underapplied: design for mental effort, not for step count. Step count is a proxy. It is easy to measure and easy to put in a slide, which is precisely why it gets mistaken for the target. Cognitive load is harder to see, which is exactly why it is where the competitive advantage now sits.

What is cognitive load in a customer journey?

Cognitive load is the working-memory demand a task places on a person while they complete it — the mental effort needed to process information, hold it in mind, and decide what to do next. The concept comes from cognitive load theory, developed by educational psychologist John Sweller in his 1988 paper Cognitive Load During Problem Solving: Effects on Learning, published in the journal Cognitive Science. Sweller distinguished between load that is inherent to the task itself (intrinsic load) and load created by how the task is presented (extraneous load). In a customer journey, intrinsic load is unavoidable — choosing a mortgage tenor is inherently more demanding than choosing a delivery date. Extraneous load is the part CX and service design can actually remove: confusing labels, redundant confirmations, inconsistent terminology across channels, screens that ask for information the business already has.

This distinction matters because most "simplification" projects attack the wrong load. Teams cut steps that were carrying intrinsic complexity the customer genuinely needed help with, while leaving the extraneous clutter — the jargon, the unclear defaults, the mismatched mental model between what the customer expects and what the interface shows — completely untouched.

Why doesn't cutting steps automatically reduce cognitive load?

Because a shorter journey concentrates decisions rather than removing them. This is where a well-known finding from experimental psychology, Hick's Law, is routinely misapplied. Hick's Law, from William Edmund Hick's 1952 paper On the Rate of Gain of Information in the Quarterly Journal of Experimental Psychology, shows that decision time increases logarithmically with the number of choices available. Teams read this as "fewer choices, faster decisions" and stop there. But the law is about choices per decision point, not decision points per journey. Collapse five simple, single-purpose screens into one dense screen with five decisions on it, and you haven't reduced the choice load — you've stacked it into a single moment, which is often harder for working memory to process than the same load spread across time.

A journey with fewer steps but more ambiguity is not simpler. It is just shorter and harder.

Retail banking onboarding is a good illustration. A wizard that asks for income, employment status, and existing debt across three clean screens, each with one question, is usually easier to complete than a single "quick apply" form that asks for all three plus consent and marketing preferences at once — even though the wizard has more steps. The wizard respects working memory. The single-page version overloads it.

What actually causes cognitive overload in customer journeys?

Overload rarely comes from one dramatic design flaw. It accumulates from several familiar sources, each individually small:

  • Choice overload. The classic demonstration is Sheena Iyengar and Mark Lepper's 2000 study When Choice Is Demotivating: Can One Desire Too Much of a Good Thing?, published in the Journal of Personality and Social Psychology, in which shoppers offered 24 jam varieties were far less likely to purchase than those offered six. More options increase the evaluation burden long before they increase satisfaction.
  • Working memory limits. Psychologist George Miller's 1956 paper The Magical Number Seven, Plus or Minus Two, published in Psychological Review, established that short-term memory reliably holds only a handful of discrete items at once. Journeys that ask customers to remember a reference number, a promo code, and an earlier answer three screens later are asking working memory to do more than it comfortably can.
  • Context switching. Moving a customer from app to email to call centre to complete one task forces them to re-orient each time, and re-orientation itself consumes cognitive resources that have nothing to do with the task.
  • Unfamiliar language. Jargon, internal product names, or legal phrasing forces slow, deliberate System 2 processing — Daniel Kahneman's term, from Thinking, Fast and Slow (2011), for effortful conscious reasoning — when the moment calls for fast, automatic System 1 recognition.
  • Ambiguous next actions. When it isn't obvious what happens after a click, the customer has to hold the uncertainty in mind, which is a load in itself, independent of the task's actual difficulty.

How do you measure cognitive load before it shows up in churn?

Cognitive load is invisible until it becomes an abandoned form, a support call, or a one-star review — by which point the diagnosis is already too late. Effort-based metrics are far more sensitive proxies than satisfaction scores, because satisfaction is measured after the customer has already decided whether to persevere or quit. Useful leading indicators include:

  • Customer Effort Score (CES) at the task level, not just the relationship level — asked immediately after a specific step, not weeks later.
  • Time-on-task and re-entry rates — how long a step takes relative to its actual complexity, and how often customers back up to re-check something they should have been able to hold in mind.
  • Error and correction rates — every field a customer has to fix is a moment where load exceeded capacity.
  • Think-aloud usability sessions, where customers narrate their reasoning in real time, surfacing hesitation and confusion that quantitative dashboards never capture. The Nielsen Norman Group's Minimize Cognitive Load to Maximize Usability (2013) remains one of the clearest practical treatments of applying this diagnostic lens to digital journeys.

None of these replace NPS or CSAT. They sit upstream of them, catching the mechanism before it becomes the outcome — which is precisely the gap most voice of customer programmes leave unaddressed, because they listen to sentiment without measuring the effort that produced it.

How do you redesign a journey to reduce cognitive load, step by step?

Reducing cognitive load is a discipline, not an instinct. It follows a repeatable sequence:

  1. Map the journey at the decision level, not the screen level. List every point where the customer must decide, recall, or interpret something — not just every page they pass through. Two journeys with the same number of screens can carry very different decision loads.
  2. Separate intrinsic load from extraneous load. For each decision point, ask: is this complexity inherent to the task, or is it a byproduct of how we built the system? Only the second category is design's to remove.
  3. Chunk information into groups of three to five. Following Miller's finding on working-memory capacity, break long forms, menus, or instructions into small, labelled clusters rather than continuous lists.
  4. Replace recall with recognition. Autofill known data, show previews of what a choice will lead to, and surface earlier answers instead of asking the customer to remember them. Recognition is processed by System 1 and costs far less effort than recall.
  5. Use progressive disclosure. Show only what's needed for the decision in front of the customer; reveal detail, exceptions, and edge cases on demand rather than upfront.
  6. Minimise channel and context switching. Every handoff between app, email, and call centre resets the customer's mental model. Consolidate where the underlying task allows it.
  7. Pressure-test with real customers before launch. A five-person think-aloud session will surface load problems that a stakeholder review, however senior, will not — because the people in the room already know what the interface means.

This is the point where journey redesign stops being a UI exercise and becomes service design proper — because cognitive load rarely lives in the interface alone. It lives in the policy that forces a customer to re-explain their situation, the escalation path that has no clear owner, and the handoff between departments that nobody designed on purpose. Mapping that full picture, rather than the screens alone, is exactly the work of structured journey mapping.

What role does choice architecture play in managing cognitive load?

Choice architecture — a term from Richard Thaler and Cass Sunstein's 2008 book Nudge — is the deliberate design of the context in which people decide: what's shown first, what's set as default, what's made effortless versus effortful. Its most powerful lever for cognitive load is the default option. A well-chosen default absorbs a decision the customer would otherwise have to make consciously, without removing their ability to change it. Pre-selecting the most common delivery option, the most common insurance tier, or the most common repayment date doesn't manipulate the customer; it takes a decision most people don't want to deliberate over and quietly resolves it, while leaving the door open for the minority who do.

This is where behavioural economics and cognitive load theory meet directly. Loss aversion, anchoring, and social proof are often framed as persuasion tools, but their quieter function is load reduction: a well-placed anchor gives the customer a starting point instead of an open-ended estimation task; a "most popular" tag substitutes social proof for a comparison the customer would otherwise have to run themselves. Used honestly, choice architecture is a way of doing some of the customer's thinking for them, transparently, so their remaining effort goes toward the one or two decisions that actually matter to them.

Is reducing cognitive load always the right goal?

No — and this is the counterargument worth taking seriously rather than waving away. Some friction is deliberate and correct. A fraud check that adds two extra seconds to a bank transfer, a cooling-off confirmation before cancelling a policy, a mandatory re-read of terms before a large commitment: these are moments where a little extra deliberate effort protects the customer, and stripping it out in the name of "simplicity" would be a design failure, not a win. This is the difference Thaler drew between friction and sludge: friction that serves the customer's interest is worth keeping; sludge that serves only the company's interest is what should be removed.

The judgment call, then, isn't "reduce load everywhere." It's "spend the customer's cognitive budget only on decisions that deserve it." A mortgage tenor decision deserves System 2 attention. Confirming your own postcode does not. Good journey design triages which is which and designs accordingly — which is also why cognitive load reduction can't be delegated entirely to a UX team working from wireframes. It requires the same rigor as structured interface design, paired with a service-design view of the policy and process sitting behind the screen.

Where does this leave CX teams optimising for "simplicity"?

Step-counting will keep showing up in steering committee decks because it's legible and easy to benchmark. But it answers the wrong question. The right question is whether the customer's working memory was respected at each decision point — whether they were asked to remember something they shouldn't have had to, choose from more options than the moment warranted, or interpret language that wasn't theirs. Customers don't abandon journeys because they're long. They abandon journeys because, somewhere along the way, the effort required stopped feeling proportionate to what they were trying to achieve. That imbalance is what cognitive load actually measures — and it's the one metric that tells you, before the drop-off happens, exactly where to fix it. The organisations that win the next decade of experience design won't be the ones with the fewest screens. They'll be the ones who worked out, decision by decision, where the customer's mind was actually being asked to do the work — and redesigned around that, not around the click count.
