Mumbai Airport to Shift Third of T2 Flights; Airlines Object

What happened

Mumbai's Chhatrapati Shivaji Maharaj International Airport (CSMIA) is planning to shift roughly a third of Terminal 2's international departures to Terminal 1, citing safety considerations, according to Skift. The move would affect a significant share of outbound international traffic currently handled at the airport's newer terminal.

Airlines operating at CSMIA have pushed back on the plan, raising concerns over how and when the change is being communicated. Carriers are reportedly questioning both the rationale behind the timing of the shift and the level of transparency around how it will be implemented.

Why it matters

Terminal reallocation at a major international hub is never just a facilities decision — it reshapes the passenger journey, from check-in and security flow to signage, lounge access, connecting-flight logistics and airline ground operations. When a sizeable portion of departures moves between terminals, airlines must recalibrate staffing, baggage handling and customer communications almost overnight, while passengers face the risk of confusion, missed connections or last-minute itinerary surprises.

The airline pushback also points to a broader operational-change issue: large-scale infrastructure decisions at hub airports ripple outward to dozens of carriers, each with their own scheduling, lounge and service commitments. How CSMIA sequences and communicates this shift will matter as much as the shift itself.

The Renascence take

The friction here isn't really about safety or even logistics — it's about change management. Moving a third of a terminal's international departures is a disruption on the scale of a service redesign, and the airline reaction suggests the rollout plan hasn't yet answered the basic behavioural question every stakeholder asks when a routine is upended: what changes for me, and when.

Passengers and airline partners alike respond to uncertainty with anxiety, not patience — and vague or late communication amplifies that anxiety far more than the underlying operational change does. The airport's safety rationale may be entirely sound, but sound reasoning delivered without a clear timeline, affected-route list and passenger-facing signage plan will still read as disruption rather than improvement. A customer-obsessed operator in this position would treat the migration as a phased service transition: publish the affected flights and dates well in advance, give airlines a dry run to adjust ground operations, and over-communicate wayfinding changes to travellers before they reach the airport, not after.

FAQ

Questions we get on this topic

According to Skift, Chhatrapati Shivaji Maharaj International Airport (CSMIA) cited safety considerations as the reason for shifting roughly a third of Terminal 2's international departures to Terminal 1.

Airlines operating at CSMIA are reportedly concerned about the timing of the change and the lack of transparency in how it's being communicated and implemented, rather than the safety rationale itself.

The plan would move approximately a third of Terminal 2's international departures to Terminal 1, affecting a significant share of the airport's outbound international traffic.

Passengers could face confusion over check-in locations, security flow, lounge access and connecting flights unless CSMIA and airlines provide clear advance notice of affected routes and dates.
