Council tee-up: Five-year plan to modernize customer service, expand online services

A Canadian municipal council is reviewing a five-year plan to modernise resident services, shifting from in-person and phone channels toward digital self-service — a move with significant implications for public-sector CX.

What happened

A municipal council in Canada is considering a five-year plan to overhaul how residents interact with local government, shifting emphasis away from in-person counters and phone lines toward online self-service channels. The proposal, brought before council for review, sets out a multi-year roadmap for modernising customer service delivery across municipal departments.

Details of the specific municipality and the plan's finer points remain limited in current reporting, but the direction is clear: council staff are positioning digital channels as the primary way residents will access permits, payments, service requests and general enquiries over the coming years, with traditional front-counter and call-centre interactions expected to play a reduced, more targeted role.

Why it matters

Local government is one of the last major service categories where residents have little choice of provider — you can't switch municipalities the way you'd switch banks or telcos. That makes the experience design choices councils make particularly consequential: poor digital self-service doesn't just frustrate customers, it erodes trust in public institutions more broadly, while done well it can materially improve access and equity for residents who struggle with limited office hours or phone wait times.

The move also reflects a broader public-sector pattern of using channel migration to manage cost pressures. The behavioural challenge is that self-service only succeeds if it removes friction rather than simply relocating it — residents who previously spoke to a person still need clarity, confirmation and a fallback route when digital tools fail them.

The Renascence take

Digitising resident services is not, by itself, a customer experience strategy — it's a channel strategy, and the two are too often conflated in public-sector modernisation plans.

Councils rarely fail at digitisation because the technology doesn't work; they fail because they underestimate how much residents rely on human contact as a trust signal when dealing with government, especially for anything involving money, property or legal status. A five-year plan built around "more online, less in-person" should be judged not by digital adoption rates but by whether residents with no digital preference — the elderly, the vulnerable, the simply sceptical — still get resolution without being punished for choosing a slower channel. The councils that get this right treat self-service as an accelerant for simple transactions and deliberately preserve high-quality human channels for everything else, rather than treating phone and counter service as legacy costs to be quietly retired.
